ایرانِ پُرهمسایه و سیاست خارجیِ چندهمسایگی

چکیده

ایران، کشوری است پرهمسایه؛ با همسایگانی گونه‌گون و ناهمانند. گونه‌گونیِ همسایگی دربرگیرنده‌ی گوناگونیِ ویژگی‌های جغرافیایی، منزلت‌های استراتژیک، وابستگی‌های سیاسی، دغدغه‌های امنیتی، و خصلت‌های ژئواکونومیک است؛ و، ناهمانندیِ همسایگی، دربرگیرنده‌ی خصلت‌های فرهنگی و تاریخی و تمدنیِ بسیارناهمانند است‌که همسایگانِ پانزده‌گانه‌ی ایران را، به حوزه‌های بسیارناهمگون، تبدیل کرده است. درپیش‌گرفتنِ یک سیاست خارجی چندگانه‌گرا و برگشتن از یک سیاست خارجیِ تک‌چهره، پیش‌انگاشته‌ی نوشتارِ پیشِ‌رو است. هدفِ بنیادین نوشتار، افزون بر توصیفِ وضعیت سیاست خارجی ایران، تجویزِ تغییر در ماهیت و عملکرد سیاست خارجی ایرانِ پساانقلاب اسلامی است. برای برآوردنِ منظور نوشتار، نگارنده با برساختنِ سه مقوله‌‌ی کشورِ میانه‌گاهی، کشور راهرویی، کشور پیوندی کوشش کرده است تا نشان دهد که کشور چندمنطقه‌ای/ فرامنطقه‌ای ایران، نمی‌تواند از یک منطق و رفتار در سیاست خارجی، بهره‌گیری نماید؛ به‌ویژه آن‌که، سیاست‌ خارجی انقلابیِ ایرانِ پساانقلاب، برچسبِ تک‌راستایی خورده است. در نوشتار، از یک بسته‌ی مفهومی برساخته، بهره‌گیری شد تا نشان داده شود که تجویزِ نگارنده برای ترکِ سیاست خارجی تک‌چهره و درپیش‌گرفتنِ سیاست خارجی چندچهره، مستدلّ است. بن‌مایه‌ی روش‌شناختی نوشتار، تجویز است؛ بنابراین، ماهیت پژوهش، هنجاری است. یافته‌ی تجویزیِ نوشتار، توصیه به ترکِ تکْ‌راستایی در سیاست خارجی انقلابی و درپیشْ‌گرفتنِ سیاست خارجیِ پساانقلابیِ چندراستایی است. نقطه‌ی آغازِ سیاست خارجیِ پساانقلابیِ چندراستا، درافکندنِ سیاست خارجی چندهمسایگی است.
