| چکیده | ||
| چکیده کمیته رفع تبعیض نژادی به‌منظور دستیابی به نظامی کارآمد در عرصه گزارشدهی دولت‌ها و همچنین تکمیل کردن دامنه موضوعات و مفاهیم کنوانسیون در زمینه تبعیض نژادی، دست به ارائه تفاسیر موسعی در خصوص مفهوم و دامنه کنوانسیون زده است. در همین رابطه کمیته، نظرات تکمیلی و توسعه‌ای متعددی در حوزه مفاهیم مرتبط با کنوانسیون ازجمله در خصوص مبارزه با سخنان تنفرآمیز نژادی، حق تعیین سرنوشت، گروه‌های جابجا شده داخلی و آوارگان، مردمان بومی، غیر اتباع و تبار ارائه نموده است. کمیته رفع تبعیض نژادی همچنین نوآوری‌هایی در جهت ارتقاء مکانیسم نظارت بر گزارشهای ادواری دولت‌های عضو ارائه نمود و سازوکار ورود در مراحل ابتدایی و نقطه‌های آغازین منازعات با عنوان هشدار اولیه و اقدام فوری را طراحی نمود. هرچند کمیته رفع تبعیض نژادی مشکلات دولت‌ها را در زمینه نژادپرستی و تبعیض نژادی مورد شناسایی قرار داده است، اما چارچوب نظام و معاهده کنونی جوابگوی تفاسیر کمیته از مفاد کنوانسیون در برابر وضعیت‌های مختلف به وجود آمده نیست و درنتیجه به‌تدریج شاهد ظهور و شکل‌گیری سازوکارهای جدید در این حوزه هستیم. در این راستا با توجه به عضویت کشورمان در کنوانسیون مذکور، بررسی وضعیت موجود و شناخت روند تکمیلی پیش رو از اهمیت و ضرورت زیادی برخوردار خواهد بود. | ||
