تعیین اولویت‌ کشورهای اسلامی در راستای اهداف دیپلماسی شهری مشهد

چکیده

جهان امروز، جهان شبکه­ای است که شهرها برای بهره­مندی از فرصت­های جهانی و نیز برآوردن نیازهای شهری خود، نیازمند همکاری و رقابت هستند. همان گونه که جهانی‌شدن، دستور کار کشورها را به یکدیگر نزدیک ساخته، و کشورها در تراز ملی با هم وارد تعاملاتی با دستور کارهایی مشترک می‌شوند، در تراز شهری نیز، شهرها با توجه به داشته‌ها و نیز نیازهایشان پای در تعاملات با دیگر شهرها می‌گذارند. دیپلماسی شهری می­تواند بسان ابزاری مدیریتی، جهت حضور بین­المللی شهرها به کارگرفته شود. از این رو، بنا نهادن دیپلماسی شهری بر پایه داشته‌های هر شهر، امکان موفقیت و بهره‌وری آن را بسیار افزایش می‌دهد. با توجه به موقعیت شهر مشهد، کشورهای اسلامی یکی از اهداف عمده برای برقراری یا ایجاد پیوندهای دیپلماسی شهری می‌باشند. این مقاله به دنبال پاسخ به این پرسش است که تقویت دیپلماسی شهری در مشهد، مستلزم ارتباط با کدام کشورهای اسلامی است و چه معیارهایی در این زمینه قابل طرح است. بدین منظور با استفاده از منابع کتابخانه‌ای، آمار و اطلاعات رسمی و سازمانی، گزارش‌های معتبر جهانی و انجام20 مصاحبه با متخصصین و مسئولان مرتبط، اقدام به جمع‌آوری اطلاعات گردیده است. برای اولویت‌بندی شهرها و کشورهای اسلامی از چهار سنجه‌ی: منطقه جغرافیایی، پیشینه تاریخی و اشتراکات فرهنگی، میزان روابط تجاری، و سطح روابط سیاسی میان ایران و کشورهای اسلامی استفاده شده است. نتایج نشان می‌دهد که 10 کشور اول برای اهداف دیپلماسی شهری مشهد به ترتیب عبارت است از: آذربایجان، عراق، هند، افغانستان، پاکستان، تاجیکستان، ترکیه، عمان، قرقیزستان و قزاقستان.
