تحلیل چالش‌های سازمان‌های مردم‌نهاد(سمن‌های) زیست محیطی در ایران با نظریه جامعه منشوری ریگز

چکیده

امروزه، سازمان‌های غیردولتی[1] (NGO) به‌طور فزاینده‌ای در کنار دولت در فرآیندهای توسعه به ذینفعانی مهم تبدیل‌شده‌اند. با افزایش مشکلات محیط‌زیست در ابعاد مختلف آن در ایران، سازمان‌های مردم‌نهاد (سمن) زیست‌محیطی نیز گسترش‌یافته‌اند. این مقاله با روشی توصیفی _ تبیینی تلاش دارد بررسی نسبتاً جامعی از مشکلات این نهادها در کشور ارائه داده و نتایج آن را با نظریه جامعه منشوری ریگز[2] تحلیل نماید. جمع‌آوری اطلاعات به‌صورت اسنادی و پیمایشی در قالب پرسشنامه‌ای با هفت بُعد و 45 گویه بوده است. نتایج نشان می‌دهد بیشترین مشکلات در رابطه‌ی سمن‌ها با نهادهای دولتی و عمومی (با میانگین 4.29) و پس‌ازآن در ابعاد قانونی (با میانگین 4.25)، ساختاری (با میانگین 4.20) و مدیریتی (با میانگین 4.17) هست. از سوی دیگر مشکلات گفته‌شده، در درون سمن‌ها و بین‌ سمن‌ها نیز مشکلاتی را به وجود آورده است که نتوانسته‌اند آن‌گونه که باید، در راستای اهداف خود گام بردارند و درگیر مسائل درونی خود نیز شده‌اند. با توجه به مقدار آماره KMO برابر با 80/0 و سطح معنی‌داری کمتر از 05/0 در آزمون بارتلت، انجام تحلیل عاملی بر روی متغیرها امکان‌پذیر بوده و متغیرها امکان عامل شدن را داشته‌اند. عامل‌های نهایی نیز توانسته‌اند میزان واریانس بیشتر از 50/0 را برای هر متغیر تبیین کنند. با توجه به سه ویژگی اصلی نظریه جوامع منشوری ریگز (ناهمگنی، فرم‌گرایی و تداخل عملکردی) و مشکلات سمن‌های زیست‌محیطی می‌توان گفت که در کشورهایی که با ضعف تاریخی شاخص‌های مردم‌سالارانه و ساختار بسیط و متمرکز سیاسی مواجه هستند، اساساً وجود سازمان‌های غیردولتی، خوشایند چنین ساختارهایی نیست. ازاین‌رو قوانین و مقررات و نیز ساختار دولتی و سازمانی حمایت چندانی از شکل‌گیری، تقویت و توسعه این تشکل‌ها انجام نمی‌دهند. از سوی دیگر وقتی ساختارهای قانونی حمایت کافی از فعالیت سمن‌ها نداشته باشند و مسیرهای قانونی مشخص در فرایند فعالیت این نهادها وجود نداشته باشد، اعمال سلیقه از سوی افراد در دستگاه‌های دولتی افزایش پیدا می‌کند.
