Investigating and analyzing the role of institutional resilience in facing the effects of climate change on cities (Study case: Mashhad city)

Abstract

Today, climate change has become one of the serious challenges for the cities of the world, city officials and managers. Because of this, the effects of climate change, its risks and impact on cities, where half of the world's population lives, are many times greater; This problem has made it evident the need of cities to think about how to protect citizens in order to deal with, control or reduce the effects of climate change and to better interpret it, their resilience. In the meantime, the urban management system and institutions effective in the development of the city are at the forefront of facing the consequences of climate change; Therefore, the current research seeks to investigate the status and the impact of the resilience of Mashhad's urban management in order to reduce the effects of climate change in this city. Thus, this research with descriptive-analytical method and questioning of 40 specialists and employees of Mashhad urban management complex has come to the conclusion that although there is a strong and positive correlation between the resilience components of Mashhad urban management and reducing the effects of climate change, but the management The city of this city does not have the necessary resilience in the face of the effects of climate change; In this context, there is a need to raise awareness and train human resources about the phenomenon of climate change, increase the efficiency and effectiveness of adaptation measures, interact and cooperate with people and government institutions in the matter of adaptation measures, update guidelines and regulations in Adaptation to the effects of climate change and efforts to provide financial and information resources in the face of reducing the effects of climate change in the city of Mashhad.
