بررسی عوامل تأثیرگذار بر موفقیت طرح‌های توسعه و ایجاد اشتغال پایدار در مناطق روستایی و عشایری با استفاده از منابع صندوق توسعه ملی در استان اصفهان

چکیده

فرآیند اعطایی تسهیلات در استان اصفهان از طریق سامانه کارا از سال 1397 آغاز شده است. بر اساس اطلاعات این سامانه از زمان شروع طرح تا تاریخ 20/10/1400، 3769887.9 میلیون ریال برای 4266 طرح تسهیلات پرداخت شده است. در بین طرح­هایی که از طریق پرسش­نامه اطلاعات آن­ها جمع­آوری شده است، 7188 شغل تعهد ایجاد داده شده که ایجاد 6914 شغل محقق شده است و موفقیت حدود 96 درصدی در مجموع را نشان می­دهد. همچنین 82.5 درصد از طرح­ها به تعهد شغلی خود ایفا نموده­اند. ارزش کلی تسهیلات پرداخت شده 3751 میلیارد ریال بوده که سرانه 542 میلیون ریال برای ایجاد هر شغل محقق شده را بیان می‌کند. در این راستا این پژوهش با استفاده از نتایج پرسشنامه­ها و اطلاعات سامانه کارا و آزمون‌های t_test و ANOVA عوامل مؤثر احتمالی بر اشتغال آفرینی طرح‌ها موردبررسی قرار می‌گیرد. بر اساس خروجی این آزمون­ها و تحلیل صورت گرفته متغیرهای شهرستان اجرای طرح، دستگاه اجرایی، بخش هدف (کشاورزی، صنعت، گردشگری و...)، نوع طرح، تعطیلی بنگاه و حضور دستگاه حمایتی با موفقیت طرح ارتباط داشته­اند.
