Pathology of Master Urban Plans in Iran Using a Ground Theory Approach (Case Study: Birjand Master Plan)

Abstract

A comprehensive urban plan is a document that defines the spatial, social, economic, and physical framework for the development and construction of a city over a ten-year period. This plan serves as a roadmap for guiding and organizing the spatial structure of the city. However, in many cases, these plans face challenges that hinder the achievement of their objectives. Therefore, a pathological study is essential to improve the quality and efficiency of master urban plans in guiding and organizing urban spaces. In this study, the pathological analysis of Birjand’s master urban plan was conducted by adopting a grounded theory approach using the mixed-method method. In the first phase, through semi-structured interviews with 22 experts in the field of urban planning and architecture, five categories of causal and contextual factors, intervening factors, core factors, strategic factors, and consequential factors were identified. In the second phase, using qualitative content analysis, 11 factors, 17 indices, and 64 variables were extracted for each of these categories. The theoretical model was developed after interpretive trend analysis. Finally, using the DEMATEL statistical analysis method, the impact of various factors on the pathology of the master plan was assessed. The findings suggest that contextual factors (lack of participation, planning perspective, shortage of financial resources), strategic factors (deficiencies in the analysis of the status quo and goal setting), and intervening factors (political interference, social and economic changes, and sudden demographic changes) have a direct bearing on challenges of Birjand’s master urban plan. Meanwhile, core and consequential factors serve as dependent variables with indirect effects. Among these, intervening factors imposed the greatest impact on the plan's drawbacks.
