طراحی مدل سیاست گذاری خدمات شهری شهرداری با رویکرد کیفی-کمی

چکیده
ضعف در سیاستگذاری، افزایش کیفیت و بهبود ارائه خدمات به شهروندان را متوقف میکند و این مسئله باعث شده است تا نیاز به شیوههای جدید مدل سیاستگذاری در حوزه خدمات شهری برای پیشرفت و توسعه شهری بیشتر احساس شود. بنابراین، پژوهش حاضر در صدد آن است تا با ارائه مدل سیاستگذاری خدمات شهری شهرداری بتواند به ارائه مناسب خدمات شهری و توسعه شهری کمک کند. بدین منظور، تحقیق حاضر بهصورت توسعهای-کاربردی و در دو فاز کمّی-کیفی انجام شده است. جامعه تحقیق در بخش کیفی خبرگان شامل مدیران ارشد شهرداری هستند که با روش نمونهگیری غیراحتمالی هدفمند و نظری به تعداد 15 بر اساس معیار اشباع نظری انتخاب شدند و در بخش کمی، جامه آماری کارکنان شهرداریها به تعداد 350 نفر به صورت تصادفی-طبقه ای است. یافتههای بخش کیفی با روش تحلیل محتوا نشان داد مدل شامل پنج متغیر «محیطی»، «اقتصادی»، «فرهنگی»، «محتوایی»، و «عملیاتی» به همراه 20 مولفه میباشد. یافته-های بخش کمی با روش دیمتل فازی نشان داد که متغیرهای «محیطی»، «فرهنگی»، «اقتصادی»، «محتوایی» به ترتیب بر متغیر «عملیاتی» اثر میگذارد. یافتههای روش مدلسازی معادلات ساختاری برای آزمون مدل نشان داد که متغیر محیطی بر «فرهنگی»، «اقتصادی»، «محتوایی» و «عملیاتی» تاثیر مثبت و معنیداری دارد. همچنین متغیر «فرهنگی» با «اقتصادی» و «عملیاتی» رابطه مثبت و معنیداری دارد. اما روابط بین «فرهنگی» و «اقتصادی» با «محتوایی» تایید نشد. امید است مدیران و دولتمردان با تمرکز بر قوانین مناسب و حمایتها اقتصادی بتواند در اجرای مناسب سیاستگذاریها به موفقیت دست یابند.
