بررسی تطبیقی شاخص‌های مدیریت سیاسی فضای سطح ملی (کشور) در نظریه‌های مختلف

چکیده

مدیریت سیاسی فضا، مطالعه روش‌های چگونگی اداره، کنترل، نظارت و پیگیری در فضای جغرافیایی است. اداره سیاسی فضای جغرافیایی (در مقیاس‌های متفاوت) به منظور دستیابی به اهداف مورد نظر با دیدگاه راهبردی و با در نظر گرفتن محدودیت‌های طبیعی، انسانی و اقتصادی در فضاهای جغرافیایی است. مدیریت سیاسی فضای ملی یا کشورداری، یکی از سطوح آن است که در این مقاله مورد بررسی قرار می‌گیرد. اساساً هر حکومت برای اداره کردن و خدمت رساندن به ملت ایجاد شده و برآوردن نیازهای جمعی بر دوش آن‌ها است. بنابراین کارایی بالای حکومت‌ها در همه نظریه‌های سیاسی نمود دارد. هدف این پژوهش، بررسی تطبیقی شاخص‌ها و وظایف مدیریت سیاسی فضای ملی از دیدگاه نظریه‌های مختلف در علوم انسانی و ارائه مدلی جدید است. روش به کار رفته توصیفی- تحلیلی است که در پایان، شاخص‌ها و وظایف کارکردی نظام سیاسی (کشور) در قالب شش شاخص اصلی شامل اهداف حیاتی، سیاسی، اقتصادی، فرهنگی، اجتماعی و جغرافیایی قرار می‌گیرند. برای هر یک از شاخص‌ها، زیرمجموعه‌هایی تعریف شده و در داخل مدلی به نام حلقه‌ای معرفی می‌شوند. شاخص‌ها با توجه به نظریه‌های مدیریت سیاسی فضای ملی و کارکردی حکومت و نیز نقد آن‌ها ترسیم شده‌اند. مدل حلقه‌ای، ترسیم اولویت‌ها، استراتژی‌ها و اهداف مدیریت سیاسی کشور است. به این ترتیب که در حلقه نخست اهداف حیاتی قرار می‌گیرند که با توجه به اولویت‌ها، نیازهای جاری و یا پایدار جامعه قابل تعیین هستند. سپس با توجه به اولویت‌ها، حلقه‌ها از a تا بی‌نهایت، ترسیم می‌شوند. برای نگاه سیستمی به اولویت‌ها، شعاعی بودن ویژگی دیگر مدل است تا بتوان همه اهداف کشور و جامعه را پوشش داد. هر قدر اهداف در دایره‌های مرکزی‌تری قرار گیرند، از اهمیت بیشتری برخوردار خواهند بود. همچنین با توجه به شرایط زمانی و مکانی ممکن است اولویت‌ها تغییر مکان دهند و از مرکز به بی‌نهایت و یا از بی‌نهایت به مرکز جابه‌جا شوند. میزان موفقیت هر کشوری انجام همه اهداف اساسی به نحوه شایسته است.
