نقش آزادسازی تجاری و همکاری‎های اقتصادی منطقه‌ای در توسعه و امنیت: مطالعه موردی جامعه توسعه جنوب آفریقا (سادک)

چکیده

توسعه و امنیت از مهم‌ترین دغدغه‌ کشورها و بازیگران سیاسی می‌باشد. دراین راستا، اقتصاددانان معتقدند که تجارت آزاد بین کشورها می‌تواند نیروی سوق‌دهندة توسعه و در نهایت امنیت باشد. پس از فروپاشی شوروی و از بین رفتن نظام دوقطبی، روند همگرایی منطقه‌‌ای برای تأمین نیازها و اهداف گروه‌ها و مناطق مختلف جغرافیایی تغییر جهت داد و تقویت شد و در عرصه عمل، شمار قابل‌توجهی از سازمان‌های اقتصادی منطقه‌ای در ‌این دوره شکل گرفتند و نشان دادند که قدرت اقتصادی به عنصر مهم تشکیل‌دهنده قدرت سیاسی و حتی نظا‌می‌ در عرصه بین‌المللی تبدیل شده است. موافقان همگرایی اقتصادی معتقدند که فرصت‎ها بر زیان‌های ناشی از اندازه کوچک بازار داخلی‌اش غلبه می‌کند و «میزان یادگیری» اقتصادی‌اش را سرعت می‌بخشد و در این راستا کشورها به دلیل اصل همجواری و تشابه، به منظور کاهش آسیب‎پذیری‌های ناشی از جهانی‎شدن، اصل منطقه‌گرایی را در دستور کار خود قرارداده‌اند. و آن را در راستای اصل "توانمندسازی" می‌دانند. قاره آفریقا، علیرغم تمام مشکلات و فراز و نشیب‌ها، یکی از مناطق ثروتمند جهان است که از نظر بسیاری از کارشناسان، منابع گستردة آن برای تولید منطقه‌گرایی و جهانی‎شدن ضروری می‌باشد. کشورهای این قاره همانند بسیاری از کشورهای در حال توسعه، علاقه‌مند می‌باشند تا آسیب پذیری خود را از ‌این پدیده به حداقل رسانده و درنتیجه، همگرایی منطقه‌ای را به عنوان یک ابزار عمده پیشرفت اقتصادی در نظرگرفته‌اند و درصددند تا از این طریق، پاسخی به دغدغه‌های اصلی‎شان یعنی توسعه و رفاه و امنیت بیابند. این پژوهش در نظر دارد تا با روش تحلیلی– توصیفی، تاثیر آزادسازی تجاری و همگرایی اقتصادی منطقه‌ای را در آفریقا با مطالعه موردی جامعه توسعه جنوب آفریقا[1](سادک) مورد بررسی قرار دهد. دستیابی به رشد و توسعه، افزایش تجارت درون منطقه ای، ارتقا سهم سادک در تجارت جهانی، تقویت استانداردها و کیفیت زندگی و...از نتایج این پژوهش می‎باشد.
