کارویژه های قدرت نرم در سیاست خارجی چین

چکیده

قدرت نرم یکی از مهم ترین جنبه های استراتژی خارجی چین محسوب می شود که در سده جدید ظهورکرده است. قدرت نرم چین عمدتا به عنوان ابزاری برای اهداف دفاعی و نه تهاجمی ازجمله تاکید پکن بر ثبات و صلح با همه کشورها؛ ترویج تصویری بهتر از چین؛ اصلاح برداشت های خارجی و تکذیب "تز تهدید چین"؛ تضمین امنیت انرژی برای تداوم توسعه اقتصادی به منظور همکاری بیشتر با کشورهای درحال توسعه؛ ایجاد شبکه ای از متحدان؛ و تلاش برای رقابت مبتنی بر قدرت نرم با قدرت-های بزرگ در بلندمدت تلقی می شود. در این مقاله با بررسی منابع و ابزارهای قدرت نرم چین درمی یابیم که منابع قدرت نرم چین بر سه عنصر قدرت نرم یعنی فرهنگ، ارزش های سیاسی، و ماهیت و سبک سیاست خارجی که توسط جوزف نای تعریف شده است، مبتنی است. اما رهیافت چینی قدرت نرم با این عناصر تفاوت های قابل توجهی دارد. درحالی که بحث نای از قدرت نرم امریکا، فرهنگ معاصر امریکایی را نشان می دهد، بحث چین از قدرت نرم چینی بر فرهنگ سنتی چین تاکیددارد. نای بر جذابیت ارزش ها و نهادهای سیاسی امریکایی، از جمله دمکراسی و حقوق بشر تاکیددارد، درحالی که ارزش های سیاسی چینی در هر سه دسته بندی منابع قدرت نرم چین اعم از فرهنگ، اقتصاد و سیاست یافت می شود و نمی توان آن را بعنوان یک منبع صرف و منفک از سایرین یادکرد. در حوزه فرهنگ ارزش هایی چون "جهان هماهنگ" با توجه به گسترش "دکترین مین" و ارزش های کنفوسیوسی، درحوزه اقتصاد جذابیت الگوی توسعه اقتصادی چین(اجماع پکن) و "سیاست حسن همجواری" در حوزه سیاست موردتوجه قرارگرفته است.
