تبیین سیاست خارجی ایران در قبال کشورهای آمریکای لاتین با تأکید بر دورۀ ریاست جمهوری روحانی

چکیده

با روی‌کارآمدن محمود احمدی‌نژاد در خردادماه سال 1384 و حاکم‌شدن رویکردهای «تجدیدنظرطلبی» و «عدالت‌خواهی» در عرصۀ سیاست خارجی جمهوری اسلامی ایران، برقراری رابطه و گرایش به سمت کشورهای آمریکای لاتین و رهبران چپ‌گرای این کشورها که هم‌صدا با وی خواهان پیاده و اجرایی‌شدن این اصول و انگاره‌ها در محیط بین‌المللی بودند، بیش از پیش تقویت شد. سیاست اتحاد و ائتلاف پی‌گرفته شده توسط محمود احمدی‌نژاد در طول هشت سال ریاست جمهوری، اما دیری نپایید که با به‌قدرت‌رسیدن حسن روحانی در مرداد ماه سال 1392، به عدم برقراری رابطه و واگرایی هرچه بیشتر با کشورهای منطقۀ آمریکای لاتین تغییر وضعیت داد. اینکه چرا سیاست خارجی جمهوری اسلامی ایران در دورۀ ریاست جمهوری حسن روحانی در رابطه با کشورهای منطقۀ آمریکای لاتین از جهت‌گیری اتحاد و ائتلاف به سمت واگرایی و عدم برقراری رابطه تغییر وضعیت داده، سؤالی است که نویسندگان مقالۀ حاضر با روشی تبیینی به دنبال پاسخ‌گویی بدان خواهند بود. فرضیۀ مقاله مدعای آن است که تغییر در سطح کارگزاری که به تبع آن خرده‌گفتمان‌های موجود نیز با تغییرات و دگرگونی‌های اساسی مواجه شدند، باعث کاهش روابط جمهوری اسلامی ایران با کشورهای موجود در این منطقه و در نتیجه به واگرایی هرچه بیشتر با آنها انجامیده است.
