گذار سیاسی و امکان‌سنجی حکمرانی خوب در تونس پساانقلابی

چکیده

در اواخر سال ۲۰۱۰ میلادی، موجی از اعتراضات و خیزش‌های مردمی، کشور تونس را در برگرفت و پس از سرنگونی رژیم اقتدارگرای بن علی، این کشور به طلایه‌دار انقلاب‌های عربی مشهور گشت. اکنون پس از گذشت 6 سال از شورش‌های عربی، به نظر می‌رسد تونس به بهترین و احتمالاً تنها امید کامل کردن فرایند گذار از اقتدارگرایی به شکل مردم‌سالارانه‌ای از حکومت تبدیل‌شده باشد؛ بنابراین پرسش نوشتار حاضر این است که نوع و شیوه گذار سیاسی کشور تونس تا چه حد امکان شکل‌گیری الگوی حکمرانی خوب را در این کشور فراهم آورده و چه تاثیری بر پایداری این الگو در این کشور خواهد داشت؟ جهت پاسخگویی به این پرسش، تلاش می‌گردد ضمن تلفیق مبانی نظری گذارهای دموکراتیک با حکمرانی خوب و استخراج مدل تحلیلی منتج از این مبانی نظری؛ به تبیین ریشه‌ها، روندها و به‌ویژه پیامدهای سیاسی این موضوع پرداخته شود. یافته‌های پژوهش نشان می‌دهد که کشور تونس در مقایسه با سایر کشورهای درگیر انقلاب‌های عربی، به علت برخورداری از طبقه متوسط پویا و بادوام، جامعه مدنی نسبت قوام‌یافته و متکثر، ارتش کوچک و حرفه‌ای، تجانس قومی و مذهبی، انسجام و همبستگی جناح‌های مختلف، تعهد یکسان رهبران سکولار و اسلام‌گرا به فرایند گذار و توسعه پایدار و همچنین رویکرد و نگرش مساعد و مثبت غرب نسبت به این انقلاب، توانسته است گذار موفقی را به‌سوی دموکراسی تجربه کند و ازاین‌رو راه همواری را در زمینۀ شکل‌گیری و پایداری حکمرانی خوب پیش رو دارد، اگرچه تحقق کامل این امر نیاز به گذشت زمان دارد.
