امنیتی‌کردن برنامه هسته‌ای ایران در دولت‌های بوش و اوباما

چکیده

این نوشتار با بهره گیری از آرای مکتب کپنهاگ و مفهوم امنیتی کردن به عنوان چهارچوب نظری، و با تکیه بر مفهوم گفتار_کنش به طور اخص به بررسی سیاست امنیتی کردن جمهوری اسلامی ایران و ابعاد کلامی و عملی این سیاست در عرصه تصمیم گیری سیاست خارجی ایالات متحده در بازه زمانی بعد از یازدهم سپتامبر پرداخته است. بر اساس نظریه کپنهاگ تعریف هویتی بازیگران از یکدیگر یک برساخته اجتماعی و امری بین الاذهانی است. مفهوم امنیتی کردن مفهوم کانونی نظریه امنیتی کپنهاگ است که بر طبق آن مسایل بر حسب درجه حساسیت به سه دسته مسائل عادی، مسائل سیاسی و مسائل امنیتی تقسیم می شوند. بر اساس این نظریه، فرایند تعریف هویتی ابتدا با تعریف کلامی بازیگران از یکدیگر ساخته شده و سپس با اتخاذ سیاست های امنیتی به صورت عملی جلوه گر می شود. بوش و اوباما هر کدام در دوره ریاست جمهوری چه سیاست امنیتی را سرلوح دستگاه سیاست خارجی قرارا دادند؟ و وجوه اشتراک و افتراق این دو رئیس جمهور و جایگاه جمهوری اسلامی در سیاست خارجی این دولتها کدامند؟ روند مواجهه این دو رئیس جمهور با برنامه هسته ای جمهوری اسلامی ایران چگونه بود؟ پژوهش حاضر به این پرسشها می پردازد.
