جنبش روشنایی و تغییر رفتار جمعی در افغانستان

چکیده

رفتار جمعی در افغانستانِ پساطالبان در حال تجربه­کردن شکلی جدید و متفاوت­ از گذشته است. پیش‌ازاین «سرکوب دولتی»، «روش مسلحانه» و «ماهیت سیاسی-مذهبی» ویژگی­های نسبتاً مشترک رفتارهای جمعی افغانستان بود؛ اما جنبش روشنایی با اتخاذ روشی مسالمت­آمیز در طرح مطالباتِ اقتصادی خود نمونه­ای متفاوت و جدید از رفتار جمعی در این کشور تلقی می­شود. جنبش روشنایی یکی از «کارگزاران تغییر» و «کنش‌های جمعیِ جدید» محسوب می­شود که مطالعه آن در درک پویش­های مدرن جامعه‌شناسی سیاسیِ افغانستان حائز اهمیت است. در نوشتار پیش­رو به علل ساختاری وقوعِ مسالمت­آمیز جنبش روشنایی و پیامدهای سیاسی-اجتماعی آن پرداخته می­شود. طبق فرضیه ما گذار افغانستان از ساختار سیاسیِ اقتدارگرا به دموکراتیک از طریق برگزاری انتخابات، آزادی اجتماعات و توزیع قومیِ قدرت عامل تعیین­کننده­ای در­­ رویکرد مسالمت­آمیزِ این جنبش بوده است. فرضیه مذکور بر اساس نظریه رفتار جمعی اسملسر و روش اسنادی آزمون شده است. طبق یافته­های این پژوهش، دموکراسی در افغانستان با افزایش­دادن­­ آگاهی­های اجتماعی و تأکید بر حقوق عمومی و خصوصی منجر به مشارکت سیاسی، مطالبه­گریِ مدنی و عدالت­خواهی اقتصادیِ اقلیت­های قومی و مذهبی شده است. برخلاف گذشته حرکت‌های اقتصادی و رقابت­های غالباً مسالمت­آمیز بر سر توزیع منابع ثروت (انرژی) شکل جدیدی از کنش­های جمعی در افغانستانِ پساطالبان است. دیگر پیامدهای جنبش روشنایی عبارت­­اند از: 1) تحکیم وحدت قومی هزاره­جات 2) تشدید شکاف سیاسی میان نخبگان سنتی و مدرن هزاره‌ 3) تقویت حضور سیاسی زنان در حرکت­های اجتماعی 4) ضرورت توجه به لوازم گذار از جامعه مدنیِ سنتیِ افغانستان به جامعه مدنیِ مدرن، و درنهایت 5) تسریع جریان تثبیتِ دموکراسی در افغانستان.
