کارکرد زبان به‌مثابه ابزار امنیتی: تحلیل سخنرانی ملک‌سلمان در اجلاس ریاض

چکیده

با روی کار آمدن ملک سلمان در سال 2015، سیاست خارجی این کشور در قبال ایران از سیاست محافظه‌کارانه تدافعی به سیاست محافظه‌کارانه تهاجمی تبدیل شد و این کشور به انحاء مختلف در پی امنیتی کردن مسائل سیاسی ایران بوده است تا از این طریق بر مخاطبان منطقه‌ای و جامعه بین‌الملل تأثیر گذارده و ج.ا. ایران را وارد فضای بی‌اعتمادی بین‌المللی کند و آن را مُخل امنیت بین‌الملل معرفی نماید. عربستان این کار را از طرق مختلف همچون جنگ یمن و یا برگزاری اجلاس‌ها و مصاحبه‌های متعدد به انجام می‌رساند. در این راستا، یکی از ابزارهای مهم این دولت، استفاده از زبان و مفاهیم زبانی است که تأثیر آن جدی و حائز اهمیت است. بر همین مبنا، در این مقاله سخنرانی ملک سلمان در نشست ریاض مورد واکاوی قرارگرفته و زوایای اقدامات امنیتی‌سازی آن مورد بررسی و تحلیل قرار گرفته است. به همین جهت سؤال اصلی این است که مقامات کلیدی عربستان سعودی به‌ویژه ملک سلمان، چگونه از مفاهیم «امنیتی‌ساز» و کاربرد «زبان» به ‌مثابۀ ابزار «کنش کلامی» استفاده کرده‌اند تا جمهوری اسلامی ایران را «پدیده امنیتی» در عرصه منطقه‌ای معرفی نمایند؟ روش تحقیق در این مقاله «تحلیل گفتمان انتقادی» فرکلاف و چارچوب نظری آن، نظریه «امنیتی کردن» اُل ویور است. نوع تحقیق کیفی و بنیادی و شیوه گردآوری داده‌ها نیز کتابخانه‌ای و اسنادی است. یافته‌های مقاله نشان می‌دهد که ملک سلمان با بهره‌گیری از واژه‌های مطرح در حقوق بین‌الملل و پایه‌ریزی ظریفانۀ قدرت کلامی خود بر مسائل مطرح و جاری در جامعه بین‌الملل و همچنین مطالباتِ عمومی کنوانسیون‌های بین‌المللی، توانسته جمهوری اسلامی ایران را در نزد 50 کشور حاضر در اجلاس محکوم نماید و از این رهگذر اذهان مخاطبان را در مورد امنیتی بودن ایران با فحوای کلام خود اقناع نماید.
