تاثیر حکمروایی خوب بر افزایش کیفیت محیط کالبدی سکونتگاه‌های روستایی (مطالعة موردی: بخش مرکزی شهرستان نیشابور)

Abstract

هدف: در الگوی حکمروایی خوب با مشارکت وسیع مردم، افزایش خوداتکایی، تکثرگرایی، همکاری بین کنش‌گران، واگذاری قدرت به سطوح محلی می‌تواند کلید حل معمای توسعه کالبدی روستایی، افزایش سطح کیفی سکونتگاه‌ها و کیفیت زندگی روستاییان، ایجاد روستاهای پایدار باشد. دراین چارچوب، هدف اصلی مقاله حاضر بررسی تاثیر حکمروایی خوب بر افزایش کیفیت کالبدی سکونتگاه‌های روستایی است.
روش: از روش تحقیق پیمایشی با به کارگیری پرسشنامه استفاده شده است. پس از اعمال فرمول کوکران، 192 پرسشنامه تهیه شده است. جامعه مورد مطالعه 13 روستا از روستاهای دارای دهیار و شورای شهرستان نیشابور می‌باشد. به منظور سنجش هدف و تحلیل داده‌ها از آزمون‌های تی تک نمونه‌ای، همبستگی پیرسون و فن مدلسازی معادلات ساختاری با استفاده از نرم‌افزار  smart plsاستفاده شده است. از این‌رو پژوهش حاضر از لحاظ ماهیت کاربردی و از لحاظ نوع تحقیقات توصیفی-تحلیلی می‌باشد.
یافته‌ها: نتایج تحقیق نشان می‌دهد که براساس آزمون تی تک نمونه‌ای هم حکمروایی خوب روستایی و کالبد سکونتگاه‌های روستایی منطقه مورد مطالعه از وضعیت مطلوبی برخوردار نمی‌باشد. همچنین براساس آزمون پیرسون مشخص شد که در 7 روستای خانلق، سرچاه، بشنیج، مبارکه، بحرودی، حسین‌آباد و میرآباد ارتباط بین حکمروایی و کیفیت کالبدی سکونتگاه‌های روستایی معنادار شد و نتایج مدل pls نیز بیانگر این می‌باشد که حکمروایی خوب روستایی به میزان 62 درصد بر بهبود کیفیت کالبدی سکونتگاه‌های روستایی تاثیر دارد.
راه‌کارهای عملی: آگاه‌سازی و آموزش مردم در زمینه نحوه اصولی ساخت‌وساز در روستاها، تلاش مدیران محلی به منظور جذب همکاری سازمان‌های مربوطه برای بهبود وضعیت کیفیت کالبدی سکونتگاه‌های روستایی، ایجاد زمینه مناسب برای جذب مشارکت آگاهانه مردم در بهبود وضعیت کالبدی، ایجاد هماهنگی و تعامل بین شوراهای اسلامی و دهیار برای رفع مشکلات کالبدی در روستا از جمله پیشنهاداتی می‌باشد که می‌تواند در بهبود عملکرد حکمروایی خوب در راستای دست‌یابی به افزایش کیفیت کالبدی سکونتگا‌ه‌های روستایی موثر باشد.
ارزش و اصالت: این مطالعه از جهت تمرکز بر تاثیر حکمروایی خوب روستایی بر افزایش کیفیت کالبدی سکونتگاه‌های روستایی دارای نوآوری می‌باشد. در واقع در این پژوهش برای هریک از این دومتغیر شاخص‌های مجزایی درنظر گرفته شده و به بررسی ارتباط بین آن‌ها پرداخته شده است.
