موانع و چالش‌های اشتراک‌گذاری داده‌های پژوهشی

چکیده

مقدمه: علیرغم مزایای متعدد اشتراک‌گذاری داده‌ها برای پژوهشگران، بسیاری از آنها از اشتراک‌گذاری داده‌ها خودداری می‌کنند. مقاله حاضر به بررسی موانع و چالش‌های اشتراک‌گذاری داده‌ها پرداخته است.
روش‌شناسی: مطالعه حاضر به روش مروری، ادبیات حوزه اشتراک‌گذاری داده‌های پژوهشی را در پایگاه‌های معتبر علمی شامل وب‌آو­ساینس، اسکوپوس، پابمد و همچنین پایگاه‌های جی­استور، پراکوئست و ابسکو و همچنین گوگل اسکالر بدون محدودیت زمانی تا اول جولای 2016 را بررسی کرده است.
یافته‌ها: مهم‌ترین موانع و چالش‌های پیش روی اشتراک‌گذاری داده‌های پژوهشی به پنج دسته کلی موانع فردی شامل تلاش، زمان و هزینه صرف شده، از دست رفتن فرصت‌های نشر، سوء تفسیر یا سوء استفاده از داده‌ها، موانع فرهنگی، رفتاری و انگیزشی شامل کمبود پاداش‌ها و مشوق‌های لازم جهت اشتراک‌گذاری، عدم تقدیر و تشکر مناسب توسط استفاده‌کنندگان مجدد از داده‌ها، عدم جبران متقابل از سوی پژوهشگران ثانویه و عدم اعتماد بین پژوهشگران در اشتراک‌گذاری داده‌ها، موانع سازمانی شامل عدم‌حمایت مناسب سازمانی، کمبود منابع مالی و انسانی مناسب، عدم وجود سیاست اشتراک‌گذاری داده‌ها توسط سازمان‌ها یا وجود خط‌مشی‌ها و سیاست‌های سخت­گیرانه و موانع مالی و اقتصادی، موانع فنی شامل عدم وجود واسپارگاه‌های مناسب، عدم استفاده از استانداردهای داده‌ای و ابرداده‌ای مناسب و موانع زبانی و کیفیت داده‌ها و موانع حقوقی و قانونی شامل مالکیت داده‌ها و حق مؤلف، حساسیت داده‌ای، دسترسی و حق استفاده از داده‌ها و همچنین عدم آگاهی از مسائل حقوقی و قانونی مربوطه دسته‌بندی می‌شوند.
نتیجه‌گیری: شناسایی موانع و محدودیت‌های پیش‌روی اشتراک‌گذاری داده‌‌های پژوهشی می‌تواند به عنوان چارچوبی جهت ترویج و افزایش اشتراک‌گذاری داده‌ها مورد استفاده قرار بگیرد.
