درجه تأثیرگذاری سهم بخش کشاورزی بر توزیع بودجه عمرانی استانی: کاربرد رگرسیون فضایی

چکیده

این مقاله به بررسی اثرات کمّی سهم بخش کشاورزی در تولید ناخالص داخلی وسایر متغیرهای اقتصادی و سیاسی بر توزیع اعتبارات تملک دارایی‌های سرمایه‌ای استان‌های کشور طی سال‌های 1393-1384 پرداخته است. با توجه به اینکه در ارتباط با بررسی چگونگی تخصیص بودجه میان بخش‌های مختلف کشور، مسأله ارتباط فضایی مناطق نیز مطرح می‌شود و باید از رهیافتی استفاده نمود که قادر به اندازه‌گیری ناهمگنی مکانی باشد لذا در این پژوهش از روش اقتصاد سنجی فضایی با داده‌های تابلویی استفاده شده است. نتایج نشان می‌دهد که رویکرد توزیع اعتبارات تملک دارایی‌های سرمایه‌ای استان‌ها سیاست محور نبوده و بلکه برنامه محور می‌باشد و در این رویکرد نیز ضابطه کارایی و نه برابری مورد عمل قرار گرفته است. نتایج همچنین نشان می‌دهد که درآمدهای استانی، سهم بخش‌های کشاورزی, خدمات، صنعت و نفت در تولید ناخالص داخلی، مصرف واسطه رشته فعالیت‌های اقتصادی، نرخ تورم، محصول ناخالص داخلی سرانه، جمعیت و مساحت استان‌ها در توزیع اعتبارات موثر بوده‌اند. همچنین به دلیل خودهمبستگی فضایی مثبت در داده‌های مطالعه، مجاورت استان‌ها و اثرات متقابل متغیرهای توضیحی الگو در استان‌های مجاور نیز در توزیع اعتبارات نقش داشته است.
