بررسی اثرات فساد بر سهولت انجام کسب‌وکار (شواهدی از ایران و کشورهای منتخب اسلامی)

چکیده

فضای کسب‌وکار در گسترش و تسهیل فعالیت­های اقتصادی هر کشور نقش تأثیرگذاری داشته و بهبود فضای کسب‌وکار جزو مهم‌ترین اولویت­های سیاست‌گذاران اقتصادی و سیاسی کشورها تلقی می­گردد. یکی از متغیرهای مهم تأثیرگذار بر فضای کسب‌وکار، فساد است. فساد می‌تواند در قالب رشوه، ملاحظات جناحی و سیاسی در انجام کسب‌وکارها، اخذ اعتبارات بانکی و مواردی از این قبیل بر فضای کسب‌وکار تأثیرگذار باشد؛ ازاین‌رو در این پژوهش، عوامل مؤثر بر فضای کسب‌وکار با تأکید بر فساد در کشورهای منتخب اسلامی در بازه زمانی 2018-2005 مطالعه شده است. برای این کار داده‌ها و اطلاعات لازم برای برآورد مدل از پایگاه اطلاعاتی بانک جهانی و سازمان بین‌المللی شفافیت استخراج شده و مدل تحقیق با روش رگرسیونی کوانتایل برآورد شده است. نتایج برآورد مدل نشان می‌دهد که بالا بودن سطح فساد تأثیر منفی بر سهولت کسب‌وکار کشورها داشته و فضای کسب‌وکار در این کشورها را بدتر می‌کند. نرخ بیکاری و نرخ تورم نیز به‌عنوان شاخص‌های بی‌ثباتی اقتصادی تأثیر منفی بر فضای کسب‌وکار دارند؛ اما در سطح معناداری 5 درصد، تأثیر نرخ بیکاری تنها در کوانتیل­های اول، دوم و سوم به لحاظ آماری معنادار است. همچنین درآمد مالیاتی، باز بودن تجاری کشور و نوسانات نرخ ارز به‌ترتیب تأثیر منفی، مثبت و منفی بر فضای کسب‌وکار داشته و این اثرات در سطح معناداری 5 درصد به لحاظ آماری معنادار هستند.
