تحلیل میزان اثربخشی تسهیلات بانکی به طرح‌های استخر ذخیره آب و توسعه کشت گلخانه‌ای در استان خراسان رضوی

چکیده

 اعطای تسهیلات بانکی هدفمند یکی از مهمترین عوامل  افزایش سرمایه‌گذاری و تقویت تولید می‌باشد و می‌‌تواند بستر لازم را برای ارتقای سطح رفاه جامعه فراهم سازد. از این رو، امروزه یکی از اهداف اصلی سیاست اقتصادی دولت، سوق دادن منابع و اعتبارات بانکی به سمت فعالیت‌های تولیدی و سرمایه‌ای می‌باشد. اما اعطای تسهیلات چقدر اثر بخش بوده است مهمترین سئوال بازار سرمایه است. در این مطالعه به بررسی و ارزیابی اثربخشی تسهیلات اعطایی به طرح‌های استخر ذخیره آب و توسعه کشت گلخانه‌ای در استان خراسان رضوی پرداخته شده است. بدین منظور، ابتدا با بکارگیری تکنیک دلفی، شاخص‌های اثربخشی تسهیلات اعطائی به طرح‌های استخر ذخیره آب و توسعه کشت گلخانه‌ای در قالب ابعاد: منطق برنامه، کیفیت اجرا، نتایج عملیاتی و اثربخشی، استخراج شد. در نهایت، با استفاده از تکنیک معادلات ساختاری، میزان تأثیر عوامل مؤثر بر اثربخشی تسهیلات اعطائی به طرح‌ها اندازه‌گیری شد. پرسشگری در اواخر سال 1395 شروع و مطالعه تا سال 1397 ادامه پیدا نمود. نتایج پژوهش نشان داد، که منطق تسهیلات اعطائی از سطح بالایی برخوردار بوده و در میان شاخص‌های آن، میزان انطباق تسهیلات با اسناد بالادستی، از بیشترین منطق برخوردار می‌باشد. کیفیت اجرای تسهیلات از سطح پایینی برخوردار بوده و در میان شاخص‌های آن، تناسب نوع و مبلغ ضمانت‌ بانکی و نرخ سود بازپرداخت با نرخ بازده انتظاری، از کمترین کیفیت اجرا برخوردار می‌باشد. نتایج عملیاتی از سطح متوسطی برخوردار بوده و در میان شاخص‌های آن، موفقیت اعطای تسهیلات طرح، از کمترین نتایج عملیاتی برخوردار می‌باشد. اثربخشی تسهیلات اعطائی به طرح‌های استخر ذخیره آب و توسعه کشت گلخانه‌ای به‌ترتیب معادل 8/56 درصد و 6/ 55 درصد می‌باشد. نتایج پژوهش نشان می‌دهد که تسهیلات اعطایی به‌دلیل عواملی نظیر: شرایط نامناسب اقتصادی دوره مورد بررسی، تغییر قوانین و مقررات، سرمازدگی، خشکسالی و به‌ویژه عدم مساعدت سیستم بانکی، از اثربخشی مناسبی برخوردار نبوده است. لذا، ایجاد تناسب بین بازدهی و نرخ سود بازپرداخت، مساعدت بانک‌ها با بهره‌برداران خسارت دیده و بالاخص توسعه بیمه محصولات کشاورزی، به مسئولان این بخش پیشنهاد می‌شود.
