Designing a Model for Evaluation Centers and Developing the Competencies of Managers in Mashhad Municipality (Quantitative and Qualitative)

Abstract

The aim of this study was to design a model of assessment center and develop the competences of the managers of Mashhad municipality. Mixed method was used for conducting the study. The statistical population of the qualitative section was 25 experts in related fields and the statistical population of the quantitative section consisted all managers and senior experts of Mashhad municipality (250 in total), from among of whom 150 were selected as the sample. Qualitative sampling was purposeful and the sampling method of quantitative part was random sampling. A researcher-made questionnaire of 104 items were used for collecting the data. Of the items, 17 were on evaluation and development of managers’ competencies and 5 were the optimal promotion of organizational performance. Statistical analysis was done using Smart PLS and SPSS software. According to the results, 17 dimensions of the Center for the Evaluation and Development of Managers’ Competence are as follows: interpersonal communication (0.833), business management (0.819), insight and attitude (0.789), leadership (0.781), managing others (0.779), emotional ability ( 0.758), mental ability (0.701), technology literacy (0.701), assessor skills (0.655), experimental ability (0.646), academic ability (0.479), personality trait (0.478), professional credibility (0.427), physical ability (0.415) ), personal communication (0.388), self-management (0.372), and organizational value (0.304). Senior managers should use evaluation and development centers to nurture managers to be successful in improving their performances. The model, despite its limitations due to more time and cost, increases the quality of selection of managers. The logical and scientific model of research is a good alternative to the current methods by eliminating the dominance of taste, political influence and not using scientific principles in the process of appointing managers.
