تبیین ژئوپلیتیکی مفهوم و نقش «رژیم ها» در ساختارهای جغرافیایی

چکیده

رژیم‏ها، نظریه‌ای شناخته‌شده در مطالعات سیاسی و روابط بین‌الملل است که استفاده زیادی در تحلیل پدیده‏ها در ابعاد مختلف و در سطوح جغرافیایی فراملی و جهانی دارد. هرچند مفهوم «قدرت» نقش کلیدی در فرآیند شکل‌گیری مفهوم رژیم‏ها دارد اما متأسفانه تاکنون ادبیات علمی رشته ژئوپلیتیک برای بررسی پدیده‏ها از آن بی‌بهره مانده است. براین اساس، تبیین ژئوپلیتیکی از مفهوم و نقش «رژیم‏ها» در ساختارهای ژئوپلیتیکی و ورود این مفهوم به تحلیل‏ها در رشته ژئوپلیتیک، موضوع مقاله حاضر است. این مقاله تلاش دارد به این پرسش پاسخ دهد که چگونه می‌توان ساختار و کارکرد مفهوم رژیم‏ها را با رویکرد ژئوپلیتیکی تبیین کرد؟ در پاسخ به این سؤال و با روش توصیفی تحلیلی و با استفاده از منابع کتابخانه‌ای، فرضیه مقاله عبارت است از این‌که «رژیم، ساختاری پیچیده‌ای از عناصر عینی و ذهنی است که به‌صورت مستقیم یا غیرمستقیم وظیفه سازمان‌دهی سیاسی فضای ساختار ژئوپلیتیکی را بر عهده دارد و با توزیع فضایی قدرت میان اجزای این ساختار، کارکرد ساختار را کنترل و تولید قدرت می‏کند؛ درواقع، رژیم‏ها، عامل تنظیم‌گر کارکرد ساختارهای ژئوپلیتیکی و یک سیستم حکمرانی‌اند». یافته‏های پژوهش نشان می‏دهد که رژیم‏های ذهنی موضوع رشته‏های مطالعات اجتماعی، سیاسی و روابط بین‌الملل هستند و به‌طور خاص، موضوع موردبحث در رشته ژئوپلیتیک به شمار نمی‏آیند اما وقتی در قالب نهادها و سازمان‏ها عینیت می‏یابند و بر محیط‏های جغرافیایی اثر می‏گذارند، موضوع بحث ما در رشته ژئوپلیتیک می‌گردند.
