Exploring the Role of Government and Capital in Creating Urban Spaces in Contemporary Era, with an Emphasis on Zanjan City

Abstract

The quality of urban lives is directly connected with the quality of urban spaces, and the quality of urban spaces in turn depends on space creation factors and forces. Though the knowledge on urban planning and architecture has boosted over the past decades, urban life quality is not good enough. Government and capitals are in a close relationship and are considered to be the most important factors in creating urban space including Zanjan city in the contemporary period. Currently, spaces of Zanjan city is usually created within the form of land preparation plans. The results showed that during this period, more than 94% of the total lands have been prepared by governments’ direct intervention or the corporations that belong to the government employees. Land preparation by government usually paves the way for land rent and creating added value, and makes land and housing sector a safe place for capital reproduction. This issue clearly shows the indisputable role of governments and capitals in crating Zanjan’s urban spaces. Considering the purpose of the study and the subject matter which enjoys non-measurable and non-quantifiable variables, and the data which is based on documents, descriptive statistics, and text, this study is qualitative. Accordingly, it took a descriptive-analytical (post-event) method. For analyzing the affecting factors in creating urban space, MACTOR (Matrix of Alliances and Conflicts: Tactics, Objectives and Recommendations) model was used. Moreover, for evaluating the degree of coherence and perplexity of urban spaces, the correlation coefficient at comprehensive and local levels and depth coefficient were used.
