جایگاه نهادها در توسعه یافتگی نروژ

چکیده

یکی از مهم­ترین مباحثی که در خصوص توسعه موردتوجه است، توجه به شکل­گیری و کارکردهای نهادی است. نهادهای اقتصادی و سیاسی، به‌واسطه نقش تعیین‌کننده بر روی نظام­ها و خرده­نظام­های اقتصادی، می­توانند ترتیبات توسعه­ای به­وجود آورند. درعین‌حال، فقدان نهادها، می­توانند زمینه­های عدم پویایی و پایایی سیستم را به­وجود آورند. نظام­های اقتصادی با منابع بسیار زیاد، درصورتی‌که از پتانسیل­های نهادی استفاده نکنند، درگیر بحران در سیستم­های تولید، توزیع و مصرف خواهند شد. مطالعات نهادی جایگاه ویژه­ای در چند دهه تحقیقات محققان اقتصاد سیاسی داشته است. نهادها سبب شکل­گیری اقتصادهای متمایز می­شوند به­گونه­ای که تفاوت بین نتایج در اقتصاد سیاسی را در تفاوت نهادها قلمداد کرده­اند. نمونه نروژ، نمونه­ای موفق در اقتصاد سیاسی محسوب می­شود که بر اساس شاخص­های توسعه سیاسی و اقتصادی می­توان برآیند زمینه­های نهادی آن را مشاهده کرد. نروژ از سطح بالای غنای منابع ازجمله نفت، انرژی آبی، ماهی، مواد معدنی و جنگل­ها برخوردار است. بااین‌حال درنتیجه تفاوت­های عمده­ای در شاخص­های توسعه‌یافتگی با کشورهای دیگری را که از منابع سرشار برخوردار هستند، تجربه می­کند. نروژ به­عنوان یکی از دولت­های اصلی اسکاندیناوی، مدل توسعه­ای بر اساس آموزه­های دولت رفاه را دنبال کرده است. سؤالی که به­وجود می­آید این است که معمای توسعه­یافتگی نروژ علی­رغم وجود منابع سرشار شبیه به نفت چیست؟ در پاسخ به این سؤال، با استنباط از رویکرد نهادگرایی در اقتصاد سیاسی، به تأثیر نهادها (خرده نهادها)ی سیاسی به­عنوان بخش مهمی از توسعه­یافتگی در نروژ توجه خواهد شد. این فرضیه از این حیث اهمیت دارد که راهکارهای برون­رفت از اقتصاد رانتیر و نفتی در ایران در آن نهفته است؛ چراکه تجربه زیست توسعه­یافتگی نروژ در نهادسازی نفتی، نهادهای سیاسی، دموکراسی، رفاه اجتماعی و ... می­تواند در نهادسازی در ایران موردتحقیق قرار گیرد.
