بررسی نظریه‎ های تنظیم ‎گری در صنعت بیمه ایران

چکیده

صنعت بیمه به‌عنوان یک نهاد مالی، جایگاه ویژه‌ای در رشد و توسعه اقتصادی دارد. ازاین‌رو ثبات و کارایی این صنعت برای اقتصاد کشور امری ضروری است. بازار بیمه از آن دسته از بازارهاست که رفتار آزاد مشارکت‌کنندگان در این بازار منجر به کارایی نمی‌شود و در معرض شکست بازار است. موضوع شکست بازار، توجیهاتی برای دخالت دولت از طریق وضع مقررات به‌منظور افزایش رفاه اجتماعی فراهم ساخته است. برای تبیین چرایی تنظیم‌گری توسط دولت، نظریاتی از سوی برخی از اقتصاددانان مطرح شده است. از جمله این نظریات، نظریه منفعت عمومی، نظریه تسخیر، نظریه اقتصادی تنظیم‌گری و نظریه اجرای تنظیم هستند. با توجه به وجود ضوابط و مقررات متعدد در صنعت بیمه ایران، این پژوهش به دنبال بررسی دلایل تنظیم‌گری‌ها در این صنعت با توجه به نظریات تنظیم‌گری است. به عبارت دیگر، کدام نظریه‎ی تنظیم‌گری توضیح‌دهندگی بهتری برای تنظیم‌گری در صنعت بیمه ایران دارد؟ آیا تنظیم‌گری‌های صورت‌گرفته در راستای منفعت عمومی بوده است یا محصول تلاش‌های گروه‌های ذینفع برای رسیدن به اهداف خود؟

بدین منظور ابتدا نظریه‎های اصلی تنظیم‌گری بررسی شده و روند تنظیم‌گری در صنعت بیمه ایران مورد مطالعه قرار گرفته است. در ادامه براساس شواهد، نظریه‎ای که بیشترین میزان انطباق با دلایل تنظیم‌گری‌های صورت گرفته در صنعت بیمه ایران را دارد، شناسایی شده است.

تجزیه و تحلیل‌ها نشان داد که نظریه منفعت عمومی مناسب‌ترین چارچوب را برای توضیح تنظیم‌گری‌های صنعت بیمه ایران ارائه می‌دهد.
