چالش‌ها و پیامدهای ژئوپلیتیکی قرنطینه مرزها در دوران بیماری‌های همه‌گیر

چکیده

تلاش برای مهار همه­گیری­ها و یافتن راه­حل بلندمدت از طریق واکسن­ها با طیفی از مسائل سیاسی مربوط به نظام­های بهداشتی، سیاسی، حقوق­بشر، حاکمیت، تحرک و مرزها تلاقی پیدا کرده است. ظهور همه­گیری­ها فرصتی برای جغرافیای سیاسی مهیا کرده تا زیربنای ژئوپلیتیکی نظام­های سلامت و بهداشت را با نگاهی جدی­تر دنبال کند. مدیریت همه­گیری بنا به دو دلیل امری فضایی است: نخست درمان بیماری همیشه امری اجتماعی ـ فضایی است زیرا مقامات یا به دنبال تحمیل اقدامات قرنطینه و یا محدود ساختن ناقلان بیماری هستند. دوم، بیماری توسط مجموعه­ای از کنش­گران و نیروهای انسانی و غیرانسانی که با فضا و مکان سر و کار دارند آشکار می­شود. بنابراین، بیماری­ها به بخشی از مباحث ژئوپلیتیکی تبدیل شده­اند زیرا مطلوبیت و دوام سازه­های حکمروایی ملی، منطقه­ای و جهانی را آشکار می­سازند. مفهوم قرنطینه به عنوان نوعی فعالیت که منتهی به تقسیم و تحدید فضای جغرافیایی می­شود می­تواند یکی از موضوعات بسیار بحث­برانگیز در ژئوپلیتیک باشد. این پژوهش با هدف بررسی چالش­ها و پیامدهای ژئوپلیتیکی قرنطینه مرزها در دوران بیماری­های همه­گیر و با روش توصیفی ـ تحلیلی به نگارش درآمده است. این مطالعه به­طور خاص بر همه­گیری ویروس کرونا و پیامدهای ژئوپلیتیکی و مرزی قرنطینه طی این همه­گیری تمرکز دارد. نتایج نشان می­دهد که چالش­های همه­گیری کرونا را در یک سطح کلان می­توان به سه دسته چالش­های سیاسی، اقتصادی و اجتماعی تقسیم­بندی کرد. چالش در هر کدام از این سه حوزه پیامدهای فراوانی برای دولت و جامعه به همراه داشته است و می­توان گفت چالش­های سیاسی همه­گیری کرونا بسیار برجسته­ هستند. در گروه چالش­های سیاسی همه­گیری کرونا نشان داد که نئولیبرالیسم تاب­آوری لازم در برابر شوک­های جهانی ناشی از مسائل غیراقتصادی و غیرمالی را ندارد. سیاست­هایی که در دوران همه­گیری ویروس کرونا از سوی دولت­ها پیاده شده با شعارهای برجسته نئولیبرالیسم مبنی بر اولویت بازار، رقابت، دخالت حداقلی دولت و کارآمدی بخش خصوصی در تضاد بود. محیط آنارشیک مدنظر واقع­گرایان که طی این بحران به­خوبی پدیدار شد پیامدهایی مثل جستجو برای تضمین بقا، تشدید رقابت میان دولت­ها، تضعیف نهادهای بین­المللی، کمبود منابع، تقویت زیرساخت­های مرزی، رواج گفتمان مهاجرستیزی و رواج قرنطینه را به همراه داشت. در نتیجه در طول این همه­گیری مهمترین بنیان­های لیبرالیسم با چالش­هایی مثل تحکیم جایگاه دولت، اقتدارگرایی دولت­ها، افزایش مداخله، تشدید نابرابری­های منطقه­ای و جهانی و رقابت و تعارض میان قدرت­های بزرگ روبرو شد.
